Review of the Safeguard Mechanism

The Waste Management and Resource Recovery Association of Australia (WMRR) invites members to join us online at 12pm AEST on Thursday, 25 August 2022 for a briefing with the Department of Climate Change, Energy, the Environment and Water on the Safeguard Mechanism reform paper.

 

The Department of Climate Change, Energy, the Environment and Water (DCCEEW) is consulting on options to reform the Safeguard Mechanism to reduce emissions in line with Australia’s climate targets. The Safeguard Mechanism places a limit on the amount of greenhouse gases Australia’s largest industrial facilities can emit. Each facility has a limit called a ‘baseline’ and applies to all facilities that emit more than 100,000 tonnes CO2-e in a year.  As such, this scheme applies to some landfills and other waste management and recovery facilities. A consultation paper has been released, seeking views on design issues including:

  • setting baselines for existing and new facilities;
  • setting indicative rates for baseline decline;
  • lowering costs through crediting over performance and the use of offsets;
  • identifying options for tailored treatment for emissions-intensive, trade-exposed businesses; and
  • taking account of available and emerging technologies.

At this members-only online consultation, the Department will take attendees through the purpose of the paper, as well as more detail on the feedback being sought to inform the department’s review.   Members will also have the opportunity to ask questions.
